The key words to look at in the light bulb rule are highlighted below. We are looking to change the wording of this rule to something generic. Tried to help everyone out by giving a few brands at the time the rule was written in 2015. The stores do not carry these brands anymore and/or the companies keeps changing things up.
8. Walkway, Bed and Garage Lighting
A. All walkway, front porch
and garage lighting must use a 60 watt equivalent white, compact florescent
“daylight” only bulb:

The electrical specialist assisted me in finding an equivalent light bulb. He first looked up the light bulbs stated in our rules and said that Home Depot does not carry those anymore. Did state the bulbs described above were also 860 lumens, which we failed to note in our rules. He recommended the bulbs below.
The package of the light bulbs that I purchased at Home Depot states the following:
Front: Phillips Daylight Deluxe 13w replaces 60w. Brightness = 860 lumens
Back: Light Appearance 6500k
Home Depot Receipt says the following:
